How To Counter the "Guy In a Bush" Strategy?

There are a lot of bushes throughout the map, and players are starting to figure out that a lot of them are literally impossible to see through if someone is prone in one.

Our counter with my duo so far has been:

My duo runs binoculars. If I die, I tell my duo where the enemy is and she spots him with her binoculars, and then spams the heck out of where the scan happened. If she dies, I revive her so she can scan the bush. The scan can happen quickly thanks to knowing exactly which bush the guy is in.

However, this relies on not only having binoculars but also relies on the guy in the bush not having a Ghillie Suit. I am fearful that it won't be possible to counter these guys once the Ghillie Suit is added.

Has anyone come up with a strategy yet that doesn't depend on the killcam?
