CWIS fires ~75 rounds per second, The havoc dies in FOUR of those bullets

Me and a buddy tested the cwis against the havoc after dying in split seconds, and it appears to be bugged, I’m not saying it should be a tank, but a level 35 chase item feels useless completely, I saw a post on here last week discussing the same thing about armor values of havoc vs little bird. Currently it seems like the little bird takes about 30 cwis bullets before it dies. This seems just bugged, can a dev give some insight here? Balance issues of the Havoc aside.
