The handheld AA really should be unlockable much sooner than support lvl 16

It just feels odd that such it's so much deeper into the tree than it should be imo

On servers I play now people have started unlocking the havoc, and all the infantry is still running around without any AA because people who play infantry usually dont build so their support level is likely under 10
