[Suggestion] Artillery locked until score is 20 like the Minigun Littlebird

Pretty much as soon as we start setting up a fob within the first couple minutes of the game their artillery is already zeroed on our fob. Yet we're not allowed to buy choppers to go hunt them. Just seems like a weird balance issue.
