Why are the attack air vehicles so cheap?

Littlebird w/ miniguns cost just $7k. Cheaper than a typical infantry loadout really?

And the havoc costs $18k.

Considering players are already well into $100k to > $1 mil, the skies are infested with minibirds like an annoying mosquito swarm (and will be soon with havocs).

And there's no cooldown either. You die once > get a second helicopter almost for free > go again.
