AA-Manpads are overpowered (math included)

Anti-Air Sites are free to fire, they dont cost $, you even earn money for setting them up. (Math in the comments.)
To be clear: AA is only overpowered in regards to the free economy behind it.
By the third day,
every second FOB I encountered had 3–7 AA emplacements (MANPADS + CIWS).
Also, nearly every match had an additional 1–3 Manpad Sites built outside the combat zone.
The result was an airspace heavily crowded with missiles & airspace denial, taking out High Value $ Targets with zero $ risk involved themselfs, not because AA is overpowered mechanically, but because it has virtually no economic cost and therefor no thought involved from the operators. (iam one of them)
Every other role has to invest money, manage resources, or risk valuable $ assets in order to gain bank & eat good tonight.
AA, meanwhile, can be placed and fired repeatedly, taking out $10.000-$100.000 in Assets regularily, all without investing a single dollar or risk themselfs, which removes thoughtful decision making and results in what we have now,
AA cramped into every Corner of the Map, without having to spend a single thought on economy or payoff.
Note that the other end, "the missile receiving" end (Logi/Transport Choppers & Attack Choppers) have to spend a ton of Money for even taking off (mainly Attack Choppers (Minigun/Rocket Bird), who easily scratch $22.000 just to take off & $5000+ operating costs every 3-5 Minutes when rebasing)
Conservative Starting point on adressing the AA-Manpad Spam:
• Charge $100 per AA missile fired (deducted directly per shot, note that a single RPG shot costs $200 and is unguided) • Reduce total AA ammunition per Ammo-Palette by 30% • Let us be able to sell already obtained Vehicles/Air-Vehicles at base for 50% of the base price (so we can call it a day if airspace is 100% denied) Iam not proposing for AA to be left in the dust, iam proposing for a baseline balance. The detailed cost breakdown is in the comments.
Edit: Just because something has a Counter (everything has), doesnt make it automatically balanced.
