Here's proper speculation, because some people have apparently never read an article or even a properly cited journal before.

Developers answered questions during a livestream regarding the ultra-low graphics advantages currently in-game. "We want to maintain low-end PC compatibility" another developer answered with a personal preference stating, "i always turn my graphics down to get an advantage anyway"
While the preference dismisses the obvious, the above statement legitimately provides a concern to the studio which is likely something they're working hard to implement.
Potential reasons-
Considering the game will be multi-platform, it's logical to guess Bulkhead Studios needs evaluate and optimize these problems over-time.
My opinion-
If you ask me, it's very risky to re-implement new changes to graphical fidelity during the opening launch of the game and its highly likely Bulkhead Studios knows this.. it's likely an effort they will pursue later in development.
